DVR Order of Selection

Order of Selection (OOS) is the resource management tool (waiting list) that is required by federal law for all DVR state agencies. In other words, DVR cannot use a first come, first serve queue. It must use a waiting list in which people with the most severe disabilities are served first.

CAP Commentary

The reason the federal law funds DVR at 78% is to insure that persons with severe disabilities, who receive social security benefits, are given access to the more costly employment services and supports they need to obtain, retain, and advance in employment.

Categories of Severity

Category 1 Most Significant (Severe)

• 3 or more significant limitations
• Requires more than one service
• Extended period of time to complete a plan for employment (IPE)

Category 2 Significant (Severe)

• 1 or 2 significant limitations
• Requires more than one service
• Extended period of time to complete a plan for employment (IPE)

Category 3 Not Significant (Not Severe)

• No significant limitations

Significant Limitations

The significant limitations are divided into these seven functional areas:

1. Communication
2. Interpersonal Skills
3. Mobility
4. Self Direction
5. Self Care
6. Work Skills
7. Work Tolerance

Note that the functional areas do not use medical labels or disabilities. There is an individual determination on how the disability interferes with the skills needed in all work environments. Thus, people with the same diagnosis or disability label may be in different categories if their limitations are milder or more severe than their peers.
